Head of Human Resources and Administration

The Centre for Poverty Analysis (CEPA) is a dynamic and independent Think Tank providing professional services on poverty-related development issues. CEPA is registered as a Company Limited by Guarantee under the Companies Act No.7 of 2007 of Sri Lanka (www.cepa.lk).
We are looking for a dynamic and skilled professional to head the function of Human Resources and Administration while working closely with our Management Team of senior experts in their respective fields.

Duties and Responsibilities

Human Resources

• Maintain functional HR management systems, including

o Talent acquisition systems and drafting and issuing of contracts of employment.
o Review, update and development of staff grades and respective job descriptions.
o In collaboration with the management and leadership team, undertake periodic review of pay scales and grades.
o Work with management and leadership team on salary increments and promotions.
o Career progression planning (promotions, ensuring training and development).
o Grievance handling and management and develop and implement incentive scheme for motivation of staff.
o Disciplinary processes where necessary.

• Review, update or introduce additional HR management systems to align with the CEPA business plan.
• Oversee payroll functions through a third-party service provider.
• Legal and compliance monitoring of remuneration, benefits and terms of employment.
• Track HR metrics and preparation of HR Needs Assessments.
• Review, update and coordinate performance evaluation and appraisal systems.

Administration

• All routine administration functions of the organisation, including

o Managing overall administrative activities for the office.
o Overall responsibility for arranging and recording CEPA’s governance activities (eg: BOD, AGM).
o Collaborate with management and all staff to identify and provide the required administrative support for the research work.
o Supervise, support and advice the administration team.
o Monitor office administration budget and and assist with CEPA’s annual budget preparation.
o Review admin policies, and procedures.
o Ensure the organisation complies with applicable health, security, and safety requirements.

Qualifications, experience and skills
We are looking for a team player who can enthuse and motivate our staff and ensure the smooth functioning of the organisation. Excellent interpersonal skills and the ability to work with staff at different levels with the ability to take the initiative in resolving challenges are a must. The candidate must have the skills in HR management demonstrated by –
• A master’s degree in human resources, business administration, or any relevant field such as law or labour relations AND
• A minimum of 10 years’ proven work experience in a senior position in human resources management in the private or non-profit sector

Reporting and remuneration: The position reports to the Executive Director. CEPA is an equal opportunity employer.
